Sally Rogers began her legal career as a law clerk and staff attorney for U.S. Senator Strom Thurmond on the Senate Judiciary Committee. As counsel to the Judiciary Committee, she worked with federal lawmakers on a number of pieces of business-related legislation. She also assisted Senator Thurmond on environmental issues. Following a clerkship on the U.S. Court of Appeals for the Fourth Circuit, she continued her career as a private-sector attorney representing clients at the intersection of law and politics. She is admitted to practice in South Carolina. 

Ms. Rogers represents businesses and individuals on legislative and regulatory matters before the South Carolina General Assembly and State agencies. She has served clients as both legal counsel and as a registered lobbyist on environmental and health care matters.  

 Ms. Rogers has represented clients on a number of environmental issues before the General Assembly and key State agencies, particularly on matters related to the solid waste industry. She has also served on several advisory groups on regulatory issues at the South Carolina Department of Health and Environmental Control (DHEC). 

Ms. Rogers represents physician organizations as legal counsel and as a registered lobbyist before the General Assembly and State agencies, particularly the SC Department of Labor, Licensing and Regulation (LLR).  She has also represented individual health care providers in licensing and disciplinary matters before various LLR health care boards.

When the South Carolina Legislature is not in session, Sally enjoys spending time with family, especially her grandchildren and many nieces and nephews.

Sally is an avid sports fan – thanks to a father who played and coached numerous sports and was inducted into the Erskine Sports Hall of Fame.  She relishes being the only Tiger fan in a family of Gamecocks.


Sally serves clients as both counsel and as a registered lobbyist with a focus on environmental and health care matters, although she works on a variety of issues. She has been integrally involved in the enactment of significant legislation and promulgation of numerous regulations including:

  • the South Carolina Solid Waste Policy and Management Act of 1991 and subsequent revisions;

  • the Atlantic Interstate Low-Level Radioactive Waste Compact Implementation Act of 2000;

  • the South Carolina Manufacturer Responsibility and Consumer Convenience Information Technology Act of 2010 (electronics recycling);

  • tax credit enacted in 2012 for the purchase or lease of a plug-in hybrid vehicle;

  • the complete rewrite of the Medical Practice Act in 2006 and subsequence revisions;

  • substantial revisions to the Nurse Practice Act in 2004 and subsequent revisions;

  • substantial revisions to the Physician Assistants Practice Act in 2013 and subsequent revisions;

  • numerous sets of solid waste regulations, including the current DHEC Landfill regulation and the DHEC Demonstration of Need regulation for solid waste facilities;

  • various regulations and policies pertaining to health care.
