Seven State AGs and CPPA Form Privacy Regulatory Consortium

On April 16, 2025, California Attorney General (AG) Rob Bonta announced the Consortium of Privacy Regulators, a bipartisan effort between seven states to protect consumer privacy by working together on the implementation and enforcement of privacy laws. Members include the state AGs from California, Colorado, Connecticut, Delaware, Indiana, New Jersey, and Oregon, and the California Privacy Protection Agency (CPPA). The group meets regularly to discuss developments in privacy law, share priorities, and coordinate enforcement efforts, according to press releases from both the California AG’s Office and the CPPA

In his press release, California AG Rob Bonta stated: “Data knows no borders — state and nationwide coordination is vital for protecting consumers’ rights, especially in our data-driven world”, and that “[c]ollaborating with partners across the country provides another tool in the toolbox for my office to tackle enforcement priorities and continue safeguarding the privacy rights of Californians.” This was shortly followed by an updated enforcement report released by Connecticut Attorney General William Tong on April 17.

There is no comprehensive federal privacy law in the U.S., meaning states are responsible for legislating, implementing, and enforcing their own privacy protections. So while each state participating in the Consortium has its own laws and regulations, they “share certain fundamental features to protect privacy with rights to access, delete, and stop the sale of personal information,” according to the CPPA’s announcement. The commonalities and shared commitment to protecting consumers allow for collaboration and is likely to increase the risk of enforcement, although it may also potentially lead to more predictability and uniformity in such enforcement across the country.
