Overview

Samantha is the Managing Director, Arbitrage Rebate Compliance in Maynard Nexsen’s Public Finance practice group, with 37 years of arbitrage rebate calculation experience.

Samantha began providing arbitrage compliance services in 1987, shortly after the arbitrage rebate requirement was expanded to cover all tax-exempt bonds as part of the Tax Reform Act of 1986, when she joined Ernst & Young’s Capital Markets Group in Memphis, Tennessee, which provided both verification services for refunding issues and arbitrage compliance services. During her 19 years with Ernst & Young, Samantha helped develop and grow Ernst & Young’s rebate practice as the arbitrage rebate regulations evolved and changed. In 2006, when Ernst & Young made the decision to no longer provide arbitrage rebate calculation services, Samantha was a founding Managing Director of Pinnacle Arbitrage Compliance LLC, which was acquired by The Bank of New York Mellon Trust Company, N.A. (“BNYM”) in the fall of 2009. Samantha was the Group Manager of BNYM’s Arbitrage Compliance Group located in Memphis for 12 years, where her responsibilities included business development, staff development, quality review of arbitrage rebate calculations, preparation of the more complex arbitrage rebate calculations, operations management to ensure the timely completion of arbitrage rebate calculations, and serving as a technical resource for the arbitrage rebate requirement for the Arbitrage Compliance Group.

Over the course of her career, Samantha has prepared or reviewed more than 7,100 arbitrage rebate calculations for issuers and obligors in more than 40 states and territories.

Prior to joining Maynard Nexsen, Samantha was a Senior Rebate Manager for an Indiana-based firm. Samantha graduated from Rhodes College with a B.A. in Economics and Business Administration.
