Overview

Nicole is Special Counsel in Maynard Nexsen's Economic Development practice group. She brings a broad base of government experience to matters involving real estate law and economic development. She has a strong understanding of land use and zoning issues, as well as incentives to encourage economic development, and is well-versed in researching, analyzing, and drafting documentation to support transactions.

With a background that includes more than 13 years in the public sector, she is particularly experienced in providing counsel to clients appearing before governmental entities and has a proven ability to effectively analyze statutes, ordinances, case law, and factual data to achieve favorable outcomes.

Her experience as lead attorney for Berkeley County Government, the governing authority for the 35th fastest-growing county in the United States, has helped her serve clients in a number of projects in the region. While working for Berkeley County, she led the effort to create an assessment district consisting of multiple developers to fund transportation infrastructure and was instrumental in creating the Nexton Improvement District; drafted ordinances and referenda for a transportation sales tax program and Sunday sales of alcohol; negotiated multiple development and fee-in-lieu of tax agreements; and supervised condemnation procedures for transportation and airport projects. She also coordinated litigation matters with outside counsel and the Insurance Reserve Fund and prosecuted several local ordinances.

Outside of her practice, she is deeply committed to supporting the legal profession and has served as an adjunct legal writing professor at the Charleston School of Law. She has presented a number of continuing legal education seminars for organizations such as the South Carolina Bar Government Law Section and the South Carolina Institute of Government. She is actively involved in a wide range of professional associations, including the South Carolina Bar’s Government Law Section Council and the South Carolina Association of County Attorneys.
